L’intelligence artificielle est en train de remodeler la finance, et pas toujours pour le meilleur. Imaginez que l’on vous refuse un compte bancaire sans aucune explication. Pas de transactions suspectes, pas d’antécédents de fraude, pas de sanctions – juste un refus silencieux. C’est de plus en plus souvent la réalité des entrepreneurs des marchés émergents qui tentent de transférer de l’argent ou d’investir au-delà des frontières.
Derrière le rideau de la conformité
Les services de conformité des banques internationales sont autorisés à refuser des services sans explication. Ce qui était autrefois considéré comme une mesure de protection prudente s’est transformé en un obstacle majeur, en particulier pour les transactions transfrontalières.
Des services d’agrégation tels que World-Check de Refinitiv, WorldCompliance de LexisNexis et Dow Jones Risk & Compliance collectent et stockent d’énormes quantités de données personnelles sur les individus et leurs entreprises. En théorie, ces informations aident les banques à se conformer aux règles de connaissance du client (KYC) et de lutte contre le blanchiment d’argent (AML).
Dans la pratique, la plupart de ces données sont extraites automatiquement de l’internet – de registres officiels et d’articles de presse qui sont loin d’être toujours fiables. Des robots d’indexation automatisés recueillent ce contenu dans des bases de données que le personnel chargé de la conformité vérifie rarement en détail. Le résultat est un classique “garbage in, garbage out” – sauf qu’ici, ces déchets peuvent couper les hommes d’affaires légitimes du système financier mondial.
Comment les faux médias alimentent les machines
Les sites web de fausses nouvelles – les “sites de kompromat”, comme on les appelle dans l’espace post-soviétique et en Europe de l’Est – constituent une source essentielle de données erronées. Des concurrents, d’anciens partenaires mécontents ou des maîtres chanteurs professionnels peuvent facilement inventer des histoires sur des entrepreneurs.
Cette pratique s’est transformée en une activité commerciale considérable, fondée sur des centaines de sites de diffamation dont les affirmations ne sont étayées par aucune preuve crédible. Il est extrêmement difficile d’intenter une action en justice contre ces sites ou de les obliger à retirer leurs fausses informations : la propriété est opaque et le même matériel est reproduit sur des réseaux de domaines interconnectés.
Ces sites ne sont pas difficiles à repérer une fois que l’on sait ce qu’il faut chercher. Ils ne divulguent généralement pas d’entité juridique ni de coordonnées de contact appropriées pour les journalistes. Ils ne sont pas ou peu présents sur les médias sociaux, ce qui est un anachronisme pour un véritable média. Souvent, il n’y a qu’une adresse électronique générique, utilisée pour négocier la publication de kompromat ou le retrait payant de matériel préjudiciable.
L’imitation de véritables organes d’information
Les faux médias les plus sophistiqués se font passer pour des organes d’information locaux de certains pays. Le Trinity Bugle(www.trinitybugle.com) se présente comme une source d’informations pour les Irlandais expatriés à Chypre, le Warsaw Point(www.warsawpoint.com) se concentre sur la culture polonaise et le MICE Times(www.micetimes.asia) promet “des nouvelles et des points de vue frais et indépendants” de Singapour et de Bangkok. Des sources similaires peuvent être trouvées dans d’autres endroits, notamment Leeds TV(www.lstv.co.uk) et le Chicago Morning Star(www.chicagomorningstar.com).
En dépit de leurs créneaux déclarés, ces portails publient régulièrement des articles à charge sur les hommes d’affaires des États post-soviétiques. Pour paraître légitimes, ils réimpriment de grandes quantités de textes d’agences réelles, parfois avec un léger montage. Ils listent de faux partenaires médiatiques, inventent des reporters inexistants et les agrémentent de biographies fabriquées de toutes pièces et de photos d’archives récupérées sur le web.
Certains de ces sites sont liés au Kazakhstan(www.kiar.center, www.zagranburo.org), à l’Ukraine (First Truth & Transparency Committee –www.fttc.com.au,www.sokalinfo.com) ou à la Russie(www.ossetia.tv, www.compro-site.com). D’autres publient en anglais et se présentent comme des plateformes d’investigation, comme www.oligarchsinsider.com ou www.opensourceinvestigations.com.
L’IA comme amplificateur de risque
L’IA générative rend cet écosystème encore plus dangereux. De plus en plus, la désinformation est créée ou amplifiée par des outils automatisés. Alors que les services de conformité s’appuient de plus en plus sur l’IA pour accélérer l’évaluation des risques, un cercle vicieux se forme : La désinformation générée par l’IA circule dans les outils de conformité pilotés par l’IA, qui reproduisent et renforcent ensuite ces erreurs à la vitesse de la machine.
La conformité est désormais confrontée à une crise de confiance. Dans un monde où l’intelligence artificielle amplifie les erreurs et où les faux médias continuent d’alimenter les machines, la vigilance n’est plus facultative – c’est une condition de survie. Il n’y a qu’une seule solution : les entrepreneurs et les entreprises doivent surveiller en permanence leur empreinte numérique, et les responsables de la conformité des banques doivent résister à la tentation de s’en remettre aveuglément aux systèmes automatisés.
