Alors que la Syrie commence à envisager la restructuration de sa dette dans le cadre du dégel des relations avec les États-Unis, le Sénat a voté l’abrogation des sanctions imposées par la loi César à l’ancien gouvernement Assad. Cette décision bienvenue donne un coup de pouce massif et nécessaire et constitue un nouveau pas vers la réparation de l’économie syrienne.
La loi César de 2019 limitait la coopération ou l’engagement des États-Unis et de la communauté internationale avec le gouvernement Assad, ce qui entravait sérieusement les efforts de reconstruction de l’économie syrienne.
La levée de ces restrictions aidera les industries du pays – en particulier le pétrole – qui se sont pratiquement effondrées pendant le conflit, encourageant ainsi le retour des entreprises et des investissements étrangers.
Ce projet fait suite aux commentaires de l’ancien conseiller pour le Moyen-Orient et gendre du président Trump, Jared Kushner, lors du sommet Future Investment Initiative (FII8) en mai, où il a discuté des incitations économiques potentielles pour encourager les pays, notamment la Syrie, à adhérer aux accords d’Abraham.
Tout en reconnaissant que la Syrie pourrait être confrontée à des complications potentielles pour adhérer à l’accord, qui vise à améliorer les relations entre les nations arabes et Israël, Kushner a souligné le potentiel économique important et a suggéré que les investisseurs soutiendraient une telle démarche si un accord était conclu.
Auparavant, les investisseurs internationaux étaient à juste titre prudents face à la situation en Syrie et à la menace de répercussions de la part du gouvernement américain, mais l’abrogation renforcera la confiance des milieux d’affaires qui, jusqu’à présent, ont été étranglés par le fait que de nombreux chefs d’entreprise syriens restent sanctionnés.
Pour tenter d’aller de l’avant, le gouvernement islamique intérimaire de la Syrie (HTS) s’est attaché à éradiquer la corruption et les activités illégales au sein des empires d’entreprises des alliés de l’ancien président Assad. Le nouveau président Ahmed al-Sharaa a mis en place un comité chargé d’examiner ces entreprises, notamment celles des magnats Samer Foz et Mohammad Hamsho, dont les intérêts commerciaux très variés comprennent la pharmacie, le commerce, la pétrochimie et la production télévisuelle.
Les entreprises liées à Assad, en particulier celles qui figurent sur la liste des sanctions américaines, auraient vu leurs avoirs gelés, le gouvernement faisant pression sur les entreprises pour qu’elles renoncent à 40 à 80 % de leur capital afin d’être remboursées.
Les rapports suggèrent que Foz et Hamsho sont retournés en Syrie et ont rencontré de hauts responsables du HTS à Damas au début de l’année, acceptant de coopérer avec les exigences du gouvernement, devenant ainsi exempts de toute sanction et étant considérés comme des personnages réformés.
Toutefois, il semblerait que les entreprises qui refusent de coopérer resteront sur la liste des sanctions et feront l’objet d’un examen approfondi de la part du gouvernement, voire pire, Katerji en étant un exemple très médiatisé.
Le ministre syrien des finances, Yisr Barnieh , a exprimé l’espoir que l’abrogation soit rapide et que les sanctions mises en œuvre dans le cadre de la loi César soient définitivement levées d’ici à la fin de l’année.
M. Barnieh estime également que la Syrie doit se concentrer sur le rétablissement de la confiance dans les secteurs privé et public, retrouver sa crédibilité fiscale, rationaliser la structure fiscale complexe du pays et s’attaquer à sa lourde dette.
On estime que la Syrie aura besoin de dizaines de milliards de dollars pour reconstruire les infrastructures, relancer l’économie et encourager le retour des réfugiés. La levée des sanctions contribuera grandement à encourager les investissements étrangers et à aider à la reconstruction du pays, qui se remet lentement de 13 années de guerre.
