La semaine dernière, le Washington Post a publié un rapport explosif sur les relations entre les États-Unis et le Bangladesh. Des fuites audio ont révélé qu’un diplomate américain basé à Dhaka avait déclaré qu’il souhaitait que le parti politique Jamaat-e-Islami soit “l’ami” du pays. S’il n’est pas rare d’établir des relations diplomatiques avec des partis politiques en pleine ascension, le Jamaat-e-Islami n’est pas un groupe ordinaire. Il s’agit en effet du plus grand parti islamiste du pays, celui-là même qui est interdit depuis plus de vingt ans par la Russie en tant qu’organisation terroriste désignée.
Bien qu’il ait perdu son inscription sur les listes électorales il y a plus de dix ans à la suite d’une flambée de violence anti-hindoue, le Jamaat occupe la deuxième place dans les sondages, un mois seulement avant les élections générales au Bangladesh. Si les États-Unis soutiennent fermement le Jamaat, cela marque un changement fondamental et signifie peut-être l’une des plus grandes erreurs commises par le département d’État ces dernières années.
Né d’un mouvement d’opposition à la création du Bangladesh et inspiré par les Frères musulmans, le Jamaat s’est aligné sur le Pakistan après la partition de l’Inde. Pendant la guerre d’indépendance du Bangladesh, le Jamaat a formé des groupes paramilitaires brutaux qui ont pris pour cible les civils opposés à l’indépendance du Bangladesh.
Ce courant de violence sous-jacent ne s’est pas vraiment dissipé. Tout au long des années 2010, le Bangladesh a été confronté à une série d’attaques très médiatisées menées par des groupes islamistes fondamentaux. En 2013, une vague d’attaques anti-hindoues a déferlé sur le pays. Des temples ont été détruits, des commerces saccagés, des milliers de maisons démolies et plus de 60 personnes tuées. Selon les témoignages des survivants, les assaillants participaient à des rassemblements organisés par le Jamaat.
En 2016, des militants ont attaqué le café Holey Artisan à Dhaka, tuant 18 personnes. Les autorités bangladaises ont accusé le Jamaat-ul-Mujahideen Bangladesh, une organisation militante islamiste. Bien que le Jamaat-e-Islami ait nié toute affiliation ou responsabilité dans ces attaques, une analyse de l’Institut des États-Unis pour la paix a noté que la présence du Jamaat est “emblématique de ce type d’islamisme organisé qui peut indirectement créer les conditions idéologiques d’une radicalisation vers la violence”.
En réaction, le Premier ministre du Bangladesh de l’époque s’est efforcé de démanteler les structures financières du parti et de limiter son influence politique croissante en annulant son inscription sur les listes électorales. Mais en juin 2025, après l’éviction du Premier ministre, un tribunal a annulé l’interdiction et, depuis lors, le Jamaat a pris pied dans la vie politique du pays, exerçant une plus grande influence et un parti qui place Dieu au-dessus du processus démocratique.
Aujourd’hui, le Jamaat est le parti le plus “aimé” du pays et a consolidé sa pertinence grâce à des partenariats avec le NCP, le parti né du mouvement étudiant lors des manifestations de 2024. Cette union pourrait s’avérer malheureuse, car le NCP n’est pas satisfait du nombre de sièges attribués dans le cadre de ce partenariat. Le Jamaat vise également à former une alliance politique plus large avec d’autres partis islamistes, notamment Khelafat-e-Majlish, Islami Andolon et des forums religieux tels que Hefazat e Islam, ce qui, en fin de compte, fera basculer la politique générale du Bangladesh vers la droite.
Toutefois, leur popularité n’a fait qu’accentuer les préoccupations croissantes concernant les attitudes islamiques conservatrices, en particulier à une époque de profondes divisions dans le pays. Depuis la révolution de 2024, un certain nombre de cas de violence collective à l’encontre des femmes ont été signalés, ainsi que l’annulation de rencontres sportives entre filles et plusieurs viols brutaux de femmes et d’enfants. Bien que le Jamaat affirme être un groupe modéré, moins de 4 % de ses candidats aux prochaines élections générales seront des femmes, et les quotas auraient été l’un des principaux points d’achoppement pour le parti lors des négociations sur la charte de juillet. Pour un pays réputé pour son leadership féminin, ce retour en arrière est très préoccupant.
L’avenir du Bangladesh semble de plus en plus incertain, en particulier pour les minorités, qui risquent de se voir imposer un gouvernement qui ne les considère pas comme des citoyens égaux et à part entière. Le gouvernement intérimaire, qui était censé gérer une transition pacifique, est en grande partie responsable de cette situation. Au lieu de cela, il a détruit l’économie, agi illégalement contre des groupes d’entreprises, autorisé des attaques contre les minorités et cherché à attiser les divisions, tout en fermant les yeux sur la menace islamiste.
Dans un pays qui s’est profondément divisé sur le plan religieux, qui est aux prises avec les effets persistants de la crise des réfugiés rohingyas et dont les relations avec l’Inde se sont détériorées, ces élections risquent de ne pas offrir l’espoir que beaucoup souhaitent.
