Dans un geste historique, le président Ahmed al-Sharaa se rendra à Washington DC ce mois-ci pour des entretiens inédits avec les dirigeants de la Maison Blanche sur l’avenir de la Syrie.
C’est la première fois qu’un dirigeant syrien se rend en visite officielle à Washington.
À l’ordre du jour figurent des discussions sur la levée des sanctions existantes, la reconstruction de la Syrie déchirée par la guerre et la mise en œuvre de mesures de lutte contre le terrorisme.
Cette visite fait suite au voyage historique de M. Sharaa à New York en septembre, au cours duquel il s’est adressé à l’Assemblée générale des Nations unies.
Techniquement, la Syrie et Israël sont toujours en guerre mais ont ouvert des négociations depuis que Sharaa a pris le pouvoir de l’ancien dirigeant Bashar al-Assad à la fin de l’année dernière.
Le président américain Doanld Trump souhaite faire avancer le processus de paix et a exprimé l’espoir que la Syrie rejoigne les accords d’Abraham, un groupe de pays arabes qui s’engagent à établir des relations avec Israël.
La rencontre entre Trump et Sharaa est extrêmement importante pour aider à renforcer les relations diplomatiques entre les États-Unis et la Syrie, après des décennies d’éloignement.
Si les discussions entre les deux dirigeants aboutissent, elles pourraient ouvrir la voie à des investissements étrangers indispensables pour reconstruire les infrastructures syriennes décimées et encourager les entreprises à revenir dans le pays afin de contribuer à la relance de l’économie.
La première chose à faire est de lever les sanctions existantes : le gouvernement américain a voté l’abrogation de la loi César, mais des restrictions sont toujours en place, ce qui signifie que l’économie syrienne reste en crise.
Bien que les autorités américaines reconnaissent la nécessité d’une action rapide, la Syrie doit d’abord respecter certaines conditions, qui seront réexaminées tous les 120 jours.
Le gouvernement américain souhaite que la Syrie s’engage dans les efforts mondiaux pour vaincre ISIS, maintienne des relations pacifiques avec les pays voisins, protège les groupes minoritaires en Syrie, cesse de financer ou d’abriter des organisations terroristes, retire les combattants étrangers des institutions publiques et enquête sur toute violation des droits de l’homme depuis le renversement du régime d’Assad.
La Syrie a déjà commencé à prendre des mesures en faveur de la paix en retirant ses armes lourdes dans le sud du pays, où les troupes israéliennes occupent actuellement neuf postes.
À la suite de discussions entre Israël et la Syrie, Sharaa a confirmé les plans de désarmement de la zone et son espoir de voir les troupes israéliennes retourner à leurs positions antérieures.
Selon certaines sources, Israël et la Syrie sont prêts à signer un accord de sécurité, ce qui contribuerait à consolider les relations avec les États-Unis et à encourager la levée des sanctions.
On s’attend également à ce que Sharaa signe un accord pour rejoindre une alliance internationale dirigée par les États-Unis contre ISIS.
Ce partenariat sera d’autant plus historique que Sharaa dirigeait auparavant la branche syrienne d’Al-Qaïda et que sa tête était récompensée par une somme de 10 millions de dollars américains.
Son groupe anti-Assad s’est séparé du réseau il y a une dizaine d’années et s’est ensuite opposé à ISIS.
Le renforcement des relations entre la Syrie et Washington contribuera également à réduire le risque de balkanisation, à apaiser les tensions géopolitiques et à limiter l’influence régionale de la Russie et de l’Iran.
Une rencontre réussie entre Trump et Sharaa est impérative pour la reconstruction de la Syrie et donnera un coup de fouet à l’investissement, soutiendra l’économie et renforcera la confiance des civils syriens et de la communauté des affaires au sens large.
