Lorsque l’apartheid a pris fin en Afrique du Sud, le pays a été confronté à une tâche qui semblait insurmontable. Le nouveau gouvernement devait surmonter les divisions de l’apartheid et la colère qui s’était envenimée, dans un pays physiquement disparate et économiquement isolé. C’était une tâche que personne n’enviait et pourtant, ils ont trouvé un moyen d’aller de l’avant. Aujourd’hui, sept mois après le soulèvement au Bangladesh, alors que le pays se trouve dans une impasse, il est peut-être temps pour le Bangladesh de suivre l’exemple de l’Afrique du Sud.
Lorsque les Bangladais se sont rassemblés pour renverser le gouvernement de la Ligue Awami, ils ont fait preuve d’une grande unité. Pourtant, aujourd’hui, la société bangladaise est plus divisée que jamais. Le gouvernement intérimaire nommé en août avait pour mission d’amener le pays vers des élections libres et équitables. Or, nous sommes en avril et il n’y a toujours pas de calendrier concret pour les élections. Au lieu de cela, la direction temporaire s’est divisée, suite à la démission d’un conseiller clé, pour former un nouveau parti.
Les dirigeants du nouveau National Citizen Party ont appelé de leurs vœux ce qu’ils considèrent comme le Bangladesh 2.0. Il n’est pas difficile de comprendre pourquoi ils souhaitent un nouveau départ pour le pays. L’ordre public s’est effondré dans tout le pays, entraînant une augmentation des attaques personnelles et des débats sur la persécution religieuse dans le pays, qui ont été mis au premier plan de la discussion nationale lorsque la directrice américaine de la sécurité nationale , Tulsi Gabbard , lesa signalés comme une “préoccupation” majeure. La répression des journalistes se poursuit et de nombreuses femmes du pays craignent pour leurs droits face à la montée de l’extrémisme religieux.
Le gouvernement intérimaire n’a fait aucun effort pour remédier aux divisions qui sont apparues dans la société bangladaise à la suite des soulèvements de l’été. Au contraire, il les a attisées jusqu’à l’ébullition, qualifiant de “trompeuses” les véritables informations faisant état d’une montée de l’extrémisme. Ils s’en sont pris à presque toutes les personnes associées ou supposées associées à l’ancien gouvernement, qu’il s’agisse d’ actrices, de grandes entreprises ou même de personnalités du monde du sport. Tout récemment, les forces de police de Dhaka ont arrêté 11 nouveaux membres de la Ligue Awami et de sa branche étudiante, la Ligue Chhatra du Bangladesh, désormais interdite. Les personnes arrêtées avaient organisé une procession, affichant leur soutien à la présidente évincée Sheikh Hasina et, pour cette raison, font maintenant l’objet de poursuites judiciaires pour avoir “créé une panique publique et conspiré pour déstabiliser le pays en organisant et en participant à des processions non autorisées dans tout Dhaka”. Il s’agit là d’une mesure très sévère, compte tenu du fait que le gouvernement intérimaire s’est engagé à faire preuve de tolérance.
Ces divisions ont des conséquences, que le gouvernement intérimaire ne semble pas vouloir ou pouvoir affronter. C’est le prochain gouvernement qui sera contraint de s’attaquer à ces divisions et de réparer les dégâts laissés dans une société paralysée par la violence. La question de savoir quand le pays aura un nouveau gouvernement équitablement élu semble toujours aussi insaisissable.
Compte tenu de la lutte du gouvernement intérimaire pour mettre en œuvre des réformes dans un contexte d’ instabilité économique et d’escalade de la violence, la question se pose de savoir quelle est la voie à suivre pour le Bangladesh. Le concept d’un Bangladesh 2.0 est prometteur, mais il nécessitera une refonte à tous les niveaux du gouvernement et de la société civile. La tâche est d’autant plus ardue que la bonne volonté dont jouissait le gouvernement intérimaire est érodée par l’impasse dans laquelle se trouve le pays. Tout cela soulève la question de savoir comment rompre le cycle : en réglant de vieux comptes politiques ou en promulguant des réformes démocratiques ?
Il est clair que l’approche actuelle ne fonctionne pas pour le Bangladesh et, alors que le pays se trouve au bord du précipice, une nouvelle orientation s’impose. Le pays doit rompre le cycle actuel des représailles et permettre des avancées positives pour tous ceux qui vivent au Bangladesh, quelle que soit leur ancienne ou actuelle affiliation politique. C’est là que le Bangladesh devrait s’inspirer de l’Afrique du Sud. Heureusement pour le Bangladesh, le dirigeant intérimaire Muhammad Yunus entretenait depuis longtemps uneamitié avec Mandela( ) et a été l’un des rares privilégiés à être invité à siéger au conseil des anciens de Mandela. Cela devrait donner à Yunus un aperçu unique de la manière dont Mandela et son gouvernement ont réussi à rassembler l’Afrique du Sud après l’apartheid, ce qui le place en position idéale pour diriger une telle initiative.
