- Les divisions internes de l’UE, en particulier entre le lobby allemand de l’automobile et d’autres, ont affaibli un front de négociation unifié, limitant l’effet de levier(Financial Times).
Repenser la stratégie de l’UE : De Washington à Delhi et Pékin
UE-Inde : La reprise peut-elle être plus équilibrée ?
Le commerce entre l’UE et l’Inde a presque doublé en dix ans, atteignant plus de 120 milliards d’euros de marchandises en 2024, bien que l’Inde ne soit que le neuvième partenaire de l’UE pour les marchandises (~2,4 %)(Trade and Economic Security).

- Le bon côté des choses : Les deux parties ont convenu de finaliser un accord de libre-échange et d’investissement d’ici à la fin de l’année 2025. Leçon de l’accord avec les Etats-Unis : L’UE pourrait avoir besoin d’une stratégie plus claire – reliant le commerce à des liens stratégiques plus larges dans les domaines du numérique, du climat et de la technologie – et de résister à des concessions disproportionnées en échange d’un accès limité.
UE-Chine : Équilibrer l’engagement et la défense
La Chine reste la première source d’importation de l’UE (520 milliards d’euros) et sa troisième destination d’exportation (214 milliards d’euros) en 2024(Commerce et sécurité économique).
- Des gains historiques : L’accord global UE-Chine sur l’investissement (CAI) a marqué une rare ouverture des marchés chinois sur les plafonds de participation et les exigences en matière de coentreprise, bien que la mise en œuvre soit au point mort en raison de frictions politiques(Wikipédia).
- Des frictions persistantes : L’UE a riposté en imposant des droits antidumping sur les véhicules électriques, les machines de construction et le fer blanc chinois, et a lancé des enquêtes sur les obstacles à l’accès au marché(Wikipédia).
- Effet de levier multilatéral : Si l’UE et les États-Unis partagent les mêmes préoccupations concernant le modèle industriel étatique, la propriété intellectuelle et les subventions de la Chine, ils divergent sur les méthodes ; l’UE évite les droits de douane élevés en faveur d’une réforme de l’OMC et d’une action de défense sélective(chathamhouse.org).
À retenir : La leçon à tirer de l’accord avec les États-Unis est la suivante : la réciprocité ne suffit pas. L’UE a besoin d’une mise en œuvre rigoureuse, d’un alignement stratégique avec des partenaires aux vues similaires et d’une pression en coulisses (par exemple, protection des investisseurs, transparence réglementaire) tout autant que de plafonds d’ALE.

La voie vers des accords avec l’Inde ou la Chine ne reflétera pas l’accord transatlantique. Mais les leçons sont claires : le commerce doit renforcer l’autonomie, et non la saper ; les liens stratégiques doivent soutenir l’accès des entreprises à la base ; et la transformation des pourparlers en “partenariats durables” exige plus que des droits de douane : elle requiert une vision.
