Investir en Syrie, est-ce la prochaine grande opportunité mondiale au Moyen-Orient ?

Après avoir été ravagée par un conflit, la Syrie pourrait devenir une terre d’opportunités à l’échelle mondiale. Si ceux qui travaillent dans le secteur immobilier du Golfe sont optimistes, d’autres financiers s’inquiètent à juste titre de la stabilité politique.

Après 13 ans de guerre civile et l’effondrement de la dictature d’Assad, la Syrie est à nouveau ouverte aux affaires, le gouvernement islamique intérimaire du HTS ayant fait part de ses intentions d’attirer les investissements directs étrangers.

En août, la Syrie a signé des accords d’investissement d’une valeur de 14 milliards de dollars dans le cadre de son effort de redéveloppement des infrastructures, l’argent étant destiné à la construction d’un nouvel aéroport à Damas et d’un réseau de métro dans l’ensemble de la capitale. Bien que ces accords aient été conclus principalement avec le Moyen-Orient, les investisseurs du monde entier s’y intéressent de plus en plus.

Les infrastructures du pays ne sont pas les seules à devoir être reconstruites ; pour que la Syrie prospère à nouveau, il faut s’intéresser à l’immobilier. Depuis le début de la guerre civile, plus de 14 millions de Syriens ont été contraints de fuir leur foyer en quête de sécurité. Environ 7 millions de ces réfugiés sont déplacés à l’intérieur de la Syrie, où l’aide humanitaire est nécessaire de toute urgence.

On estime que 328 000 maisons ont été détruites pendant la guerre civile, et que des communautés entières ont été réduites à l’état de ruines. Pour les réfugiés qui vivent dans les pays voisins de la Syrie ou plus loin et qui souhaitent retourner dans leur pays d’origine, la reconstruction des maisons et des villes n’est pas une option viable tant qu’elle n’aura pas eu lieu.

Le développement de Basillia à Damas, anciennement connu sous le nom de Marota City, avec ses appartements de luxe, son centre commercial, ses équipements et ses espaces verts, est le premier grand projet de ce type dans une ville qui a désespérément besoin de solutions modernes en matière de logement. En 2012, une loi a été adoptée pour rendre sa construction obligatoire, mais elle a été prise pour cible pendant la révolution et politisée pendant la lutte pour renverser le régime d’Assad.

On estime que la construction de Basillia créera 110 000 emplois, ainsi que 27 000 postes permanents une fois le projet achevé. Les critiques affirment que cette nouvelle ville de luxe profitera principalement à une petite élite de personnes fortunées. Toutefois, son achèvement constituerait un succès majeur et ouvrirait la voie à davantage de développement et d’investissements dans toute la Syrie.

Le projet a fait l’objet d’une controverse en raison des attaques des forces antirégime pendant la guerre civile, mais maintenant que la guerre est terminée, ces attaques devraient s’atténuer et l’on espère que le projet pourra réaliser son potentiel.

Compte tenu de l’ampleur du conflit qui a dévasté la Syrie, tous les secteurs ont besoin de fonds pour se remettre sur pied. Cela signifie qu’il existe des opportunités pour les investisseurs locaux et étrangers, quels que soient leurs intérêts, ainsi que des possibilités pour les entreprises syriennes de maximiser leur potentiel et de contribuer à stimuler l’économie.

Afin de soutenir la reconstruction de ce pays ravagé par la guerre, des organisations telles que Syria Gateway ont commencé à apparaître, offrant une assistance aux investisseurs potentiels qui décident comment dépenser leur argent dans les secteurs de l’immobilier, de l’agriculture, de l’industrie, de l’éducation, du commerce, du tourisme et des soins de santé.

Autre signe prometteur de l’essor de la Syrie, le FMI et la Banque mondiale sont revenus dans le pays. L’Arabie saoudite et le Qatar ont réglé la dette syrienne de 15,5 millions de dollars, ce qui a permis à la Banque mondiale d’accorder un prêt de 146 millions de dollars, destiné à la reconstruction de l’infrastructure du réseau national.

Il semble également prometteur que les États-Unis se joignent au Royaume-Uni et à l’Union européenne pour lever les sanctions imposées à la Syrie et à certains chefs d’entreprise pendant le conflit, ce qui contribuera à stimuler les investissements étrangers.

Pour les réfugiés syriens du monde entier, la reconstruction de leur pays ne saurait tarder. Depuis le début du conflit en 2011, ils ont assisté à la destruction de leurs maisons et de leurs moyens de subsistance et ont vu la vie qu’ils connaissaient auparavant anéantie. Au moins, pour l’instant, les perspectives sont plus positives.
