Le 10 avril, l’Assemblée parlementaire du Conseil de l’Europe (APCE) a adopté une déclaration visant à introduire une approche de genre dans la région d’Asie centrale, ce qui constitue un succès important de la diplomatie kazakhe et un pas vers le renforcement de la coopération internationale dans le domaine des droits des femmes.
Le document a été signé par 21 représentants des parlements nationaux de 12 Etats membres de l’APCE. Il a reçu le soutien unanime des cinq groupes politiques du Conseil de l’Europe, ce qui témoigne d’une large solidarité internationale à l’égard de l’initiative kazakhe.
La déclaration souligne l’initiative du Président du Kazakhstan, Kassym-Jomart Tokayev, présentée lors de la 74e session de l’Assemblée générale des Nations Unies en 2019, visant à établir à Almaty le Centre régional des Nations Unies pour les objectifs de développement durable pour l’Asie centrale et l’Afghanistan.
Les députés de l’APCE ont exprimé leur soutien à cette initiative, soulignant son importance en tant que plateforme clé pour la coordination des efforts en faveur du développement durable dans la région.
En outre, le document salue une initiative conjointe visant à offrir des possibilités d’éducation aux femmes afghanes au Kazakhstan, en Ouzbékistan et au Kirghizistan.
D’ici 2027, plus de 100 femmes de l’Émirat islamique d’Afghanistan devraient obtenir des diplômes universitaires et professionnels dans des universités d’Asie centrale.
Malgré les restrictions imposées dans le pays, plusieurs femmes afghanes reçoivent une éducation au Kazakhstan et en sont satisfaites.
Cette opinion a également été exprimée par Leila Safari, étudiante en deuxième année à l’Université Eurasienne d’Astana.

Laura Castel, députée espagnole de l’APCE, a également souligné l’importance de la déclaration adoptée et de la création d’un Centre régional pour le développement durable à Almaty.
“Ce centre deviendra une plateforme clé pour la coordination des efforts en matière de développement durable, en particulier dans le contexte de la situation difficile en Afghanistan. Le soutien des Etats membres du Conseil de l’Europe renforcera son rôle dans la promotion de la stabilité et du progrès dans la région. Une attention particulière est accordée à l’égalité entre les femmes et les hommes, ce qui est particulièrement important pour l’Afghanistan, où les droits des femmes sont menacés”, a déclaré Laura Castel.
La déclaration appelle les Etats membres du Conseil de l’Europe à soutenir les initiatives humanitaires du Kazakhstan en Asie centrale et à assister les pays de la région dans leurs efforts concernant l’Afghanistan.
Le document fait référence à la stratégie du Conseil de l’Europe en matière d’égalité entre les femmes et les hommes pour 2024-2029 et souligne la fragilité des progrès en matière de droits des femmes, en particulier à la lumière du retour des talibans en Afghanistan.
L’adoption de cette déclaration par l’APCE témoigne de la reconnaissance internationale croissante du rôle du Kazakhstan dans la promotion du développement durable et de l’égalité des sexes en Asie centrale, ainsi que de ses efforts pour soutenir les femmes afghanes. Le centre régional des Nations unies à Almaty devrait devenir un outil important pour la mise en œuvre de ces initiatives et le renforcement de la coopération multilatérale dans la région.
