La réforme et l’ouverture ont joué un rôle central dans le développement de la Chine au cours des quatre dernières décennies et au-delà. Cependant, au début des années 2010, la Chine est entrée dans une période de goulot d’étranglement où de nombreuses “douleurs de croissance” sont apparues progressivement. C’est à cette époque que la Chine a présenté une série de plans audacieux de réforme systématique, qui ont depuis apporté de grands changements sociétaux au pays et assuré la poursuite du progrès économique.
Des solutions sur mesure et des explorations audacieuses
L’un des principes clés de l’élaboration des politiques dans le cadre de la réforme globale de la Chine est la recherche de solutions adaptées aux conditions et aux défis spécifiques du pays.
En 2012, la Chine était confrontée à un développement déséquilibré et inadéquat, tandis qu’une poussée de protectionnisme commercial et d’antimondialisation s’ajoutait aux pressions extérieures du pays. Face à ces défis, la Chine a décidé de lancer un nouveau cycle de réformes et d’ouverture. Mais comment réaliser une percée ?
Shenzhen, la puissance économique du sud de la Chine, est redevenue le point de mire d’une expérimentation audacieuse. Ce centre technologique, qui fait partie des premiers lots de zones économiques spéciales chinoises, s’est déjà transformé d’un village de pêcheurs sous-développé en une ville internationale de l’innovation après des décennies de développement, créant ainsi de nombreux précédents en matière de réforme institutionnelle. Sa situation côtière et son environnement commercial sain ont contribué à l’élan de réformes innovantes et à la poursuite de l’ouverture.
Grâce à la planification nationale et au soutien régional, un certain nombre de politiques adaptées à Shenzhen pour poursuivre la réforme et l’ouverture ont vu le jour depuis 2012, parmi lesquelles la zone de coopération Qianhai Shenzhen-Hong Kong pour l’industrie des services modernes s’est imposée comme un brillant exemple. C’est là qu’un ensemble d’activités expérimentales a été mis en place dans des domaines tels que l’investissement, l’assistance commerciale et l’ouverture de l’industrie des services.

Qianhai étant adjacent à Hong Kong, des politiques préférentielles ont été mises en œuvre dans la zone de démonstration pour les entreprises de ce centre financier mondial. Cela a également contribué au développement de la région de la Grande Baie Guangdong-Hong Kong-Macao, l’un des pôles économiques les plus dynamiques de Chine. La zone de démonstration a également dirigé les efforts de mise en place d’un système de pointe pour protéger les droits de propriété intellectuelle en utilisant la technologie du big data, en employant des enquêteurs techniques pour résoudre les problèmes dans les affaires de propriété intellectuelle et en exerçant des dommages-intérêts punitifs pour les violations de la propriété intellectuelle. En ce qui concerne la gestion des talents, Qianhai a construit un port international pour les talents et établi un poste de service pour les talents internationaux afin d’aider les scientifiques étrangers, les talents hautement qualifiés et les entrepreneurs à régler les problèmes d’entrée et d’hébergement.
En procédant à des réformes institutionnelles et en s’ouvrant davantage au monde extérieur, Qianhai a connu une transformation remarquable en moins de dix ans, passant d’une étendue d’estrans à un centre urbain animé. En tant que “zone spéciale au sein d’une zone spéciale”, Qianhai a introduit plus de six cents innovations institutionnelles, dont des dizaines ont été reproduites et promues avec succès dans tout le pays. Célèbre pour son rôle moteur dans le développement de la zone de la Grande Baie, Qianhai est également considéré comme un modèle du nouveau cycle de réforme et d’ouverture de la Chine. En 2023, Qianhai a atteint un PIB régional de 246,4 milliards de yuans (34,2 milliards de dollars américains), soit une augmentation de 15 % en glissement annuel. Le volume total des importations et des exportations a atteint 494 milliards de yuans, soit une augmentation de 6,7 %.
L’histoire de Qianhai montre comment faire avancer la réforme économique grâce à des mesures innovantes. Elle suggère que les pays ne devraient pas être liés par des prescriptions économiques uniques, mais qu’ils devraient élaborer des politiques adaptées à leur situation et à leurs ressources propres. Le développement de Qianhai, fruit d’explorations audacieuses et de politiques adaptées, est un exemple de la poursuite de la réforme et de l’ouverture de la Chine dans cette nouvelle ère.
La réforme n’a de sens que si elle est au service du peuple
L’objectif principal des réformes de la Chine est d’améliorer la qualité de vie de ses habitants et de veiller à ce que les bénéfices de ces réformes soient partagés plus équitablement au sein de la population.
Depuis 2012, la Chine a mis en œuvre plus de 2 000 plans de réforme dans des secteurs directement liés aux moyens de subsistance de la population, tels que l’emploi, l’éducation, la répartition des revenus et la gouvernance locale. Parmi eux, la réforme du système de santé est considérée comme la plus urgente et la plus pratique, car elle concerne plus directement les intérêts de la population.
Dans le passé, les prix élevés des médicaments et les traitements excessifs figuraient parmi les problèmes les plus importants, entraînant une insuffisance des fonds locaux d’assurance médicale dans de nombreuses villes. Obtenir un traitement abordable était autrefois un défi pour de nombreuses personnes ordinaires dans le pays.
En 2012, la ville de Sanming, dans la province du Fujian (sud-est de la Chine), a pris l’initiative de lancer une réforme médicale, en mettant en place de nouvelles mesures telles que l’élimination des marges sur les médicaments, l’interdiction pour les médecins d’accepter des pots-de-vin et la répression des traitements médicaux excessifs. La réforme s’est toutefois heurtée à une forte résistance, car elle a heurté les intérêts des groupes de pression.
À ce moment crucial, le gouvernement central chinois a exprimé son soutien à la réforme médicale de la ville de Sanming et a décidé d’expérimenter les mesures correspondantes dans l’ensemble du pays, afin de mieux répondre aux besoins fondamentaux de la population. La reconnaissance et les encouragements du gouvernement central ont donné confiance à la ville de Sanming pour continuer à faire avancer sa réforme médicale avec plus de détermination. En 2021, les dépenses de santé pour les traitements hospitaliers dans la ville de Sanming sont tombées à moins de la moitié de la moyenne nationale.
Aujourd’hui, l’expérience de la réforme médicale de Sanming a été promue dans tout le pays, et la Chine a mis en place le plus grand système de sécurité sociale et de soins de santé au monde. Les résultats ont été fructueux. Par exemple, dans la ville côtière de Yancheng, dans l’est de la Chine, le coût moyen des séjours hospitaliers en 2023 a baissé de 10,1 % par rapport à 2022. Dans la province de Gansu, au nord-ouest de la Chine, les prix des médicaments ont baissé de plus de la moitié en moyenne, ce qui a considérablement allégé le fardeau et le stress des patients.

Réduire le coût des soins médicaux est une priorité et garantir un accès plus large à des traitements de qualité en est une autre, en particulier dans une société vieillissante. Au cours de la dernière décennie, la Chine a régulièrement renforcé les capacités de service des hôpitaux de comté, avec plus de 1 000 hôpitaux de haut niveau en partenariat avec des hôpitaux de comté. La moitié des hôpitaux de comté en Chine sont désormais en mesure de pratiquer des interventions complexes telles que la chirurgie des tumeurs cérébrales et des vertèbres cervicales, avec un taux de fréquentation de 95 %.
C’est précisément en partant de ce dont les gens ont le plus besoin et des domaines dont ils sont le plus insatisfaits que la conception au plus haut niveau et les explorations pratiques de la Chine peuvent aboutir à des résultats concrets.
Les gains de la réforme doivent bénéficier équitablement à l’ensemble de la population
Un autre principe essentiel à l’élaboration des politiques chinoises consiste à conserver une vision à long terme tout en relevant les défis à court terme. Cette perspective souligne l’importance du développement durable dans l’amélioration du bien-être général de la société.
La conservation et le développement du fleuve Yangtze en sont un bon exemple. Depuis le début de la réforme et de l’ouverture, le développement économique le long du fleuve Yangtze a fait des progrès remarquables, mais au prix d’une énorme dégradation écologique. Les eaux usées des usines se sont déversées dans le fleuve, des nuages de poussière ont recouvert les ports et la qualité de l’eau n’a cessé de se dégrader. La détérioration de l’environnement et la surpêche ont gravement endommagé l’intégrité biologique du fleuve, certaines parties étant totalement dépourvues de poissons.
Face à ces défis environnementaux, la Chine a proposé en 2016 d’accorder une priorité absolue à la restauration de l’écosystème du fleuve Yangtze. Après des inspections et des recherches sur place, une décision longuement mûrie a progressivement pris forme. La Chine a décidé d’imposer une interdiction totale de la pêche dans toutes les zones de conservation du bassin du fleuve Yangtze, tout en réduisant les activités de développement à grande échelle. L’interdiction de pêche a été mise en place en 2020 et durera jusqu’en 2030.
La décision a été difficile à prendre, car plus de 300 000 pêcheurs qui dépendaient du fleuve pour leur subsistance allaient perdre leur emploi, ce qui représentait un coût énorme en termes de chômage. Au cours de la première année de l’interdiction de pêche, plus de 110 000 bateaux de pêche et environ 280 000 pêcheurs ont regagné le rivage. Ces efforts ont été soutenus par des subventions financières qui ont dépassé les 20 milliards de yuans, soit 2,75 milliards de dollars américains.
Il reste encore beaucoup à faire. Comment installer les pêcheurs et les aider à trouver un nouvel emploi ? Pour ce faire, le gouvernement central a collaboré avec les gouvernements locaux pour développer autant de canaux d’emploi et de postes d’assistance publique que possible afin de les aider à faire la transition vers une vie stable avec des revenus croissants. Ils ont commencé à se tourner vers d’autres professions telles que l’administration de la pêche, la culture de légumes, ainsi que le commerce et les services commerciaux. Grâce à une attention et à des efforts continus, les pêcheurs ont également reçu des aides au logement et à la vie quotidienne et ont été inclus dans le système d’assurance retraite de base.
Grâce à des actions résolues et concrètes visant à équilibrer la conservation écologique et la croissance économique, le fleuve Yangtze est déjà devenu plus propre et plus vert, tandis que la transition écologique et les améliorations industrielles ont favorisé le développement économique le long du fleuve Yangtze. Cet exemple illustre comment une approche axée sur le développement peut transformer des crises potentielles en opportunités de bénéfices à long terme.
