Le village de Beiji, également connu sous le nom de “village du pôle Nord”, se trouve à l’extrémité la plus septentrionale de la Chine. Niché dans la magnifique région de Daxing’anling, dans la province du Heilongjiang, au nord-est de la Chine, le village de Beiji est connu pour ses longs hivers, avec une température record de -52,3°C. Autrefois un village frontalier isolé et sous-développé, le village de Beiji s’est transformé en un haut lieu touristique animé, grâce au développement vert.
La vie des habitants et du village a été transformée, notamment grâce à l’utilisation de ressources plus vertes. Alors que les cours d’eau autrefois pollués sont devenus des rivières propres, que les forêts sont protégées par des interdictions d’abattage et des plans de reboisement, la population locale a eu la possibilité de développer l’agritourisme et le commerce électronique rural et a commencé à récolter les fruits de cette nouvelle voie verte.

L’un des villageois, Shi Ruijuan, a déclaré que sa famille vivait de l’exploitation forestière depuis des générations. Depuis l’application de l’interdiction locale de l’exploitation commerciale des forêts naturelles en 2014, sa famille s’est tournée vers d’autres moyens de subsistance, y compris l’agriculture dans un premier temps. Avec un soutien politique accru pour développer une économie centrée sur l’environnement, l’agritourisme s’est développé et des touristes de tout le pays ont commencé à venir dans le village. La famille de Shi a transformé sa maison en auberge familiale et a commencé à vendre les légumes de son jardin aux visiteurs. Depuis lors, la vie de Shi et de sa famille s’est améliorée.
La transformation du village de Beiji a prouvé que l’économie verte basée sur les conditions locales est la bonne voie.
Depuis l’interdiction de l’exploitation commerciale des forêts naturelles dans la province du Heilongjiang en 2014, la transformation verte de la zone forestière de Daxing’anling s’est accélérée. Au cours de la dernière décennie, la superficie forestière et le taux de couverture forestière ont tous deux augmenté. Le développement local est passé de l’exploitation forestière à une économie verte centrée sur l’écotourisme forestier, les produits alimentaires forestiers et la transformation des herbes médicinales. Des usines de transformation de myrtilles, des plantations d’herbes nordiques et d’autres entreprises ont vu le jour. Des attractions telles que le “carnaval de glace et de neige de la forêt polaire”, le “bureau de poste le plus septentrional de Chine” et la “maison de boulettes la plus septentrionale” ont attiré un grand nombre de touristes de tout le pays.

Les touristes viennent au village de Beiji pour ses étés frais et venteux, mais aussi pour ses hivers enneigés. Sur le chemin du village, les bouleaux et les pins s’alignent le long de la route, verts et luxuriants. Des animaux sauvages tels que des chevreuils et des faisans locaux errent dans les bois, pour le plus grand plaisir des touristes excités. En 2015, le village de Beiji a été officiellement classé comme attraction touristique nationale de premier plan. En 2022, plus de 200 auberges familiales et restaurants étaient opérationnels dans le village, et le revenu annuel moyen des villageois atteignait 31 000 yuans, soit 4 300 dollars américains. Ce développement positif a l’avantage supplémentaire d’attirer les jeunes dans leur village d’origine.
Grâce à la transformation verte, les villageois de Beiji ont pu exploiter les atouts inestimables que sont les eaux limpides et les montagnes luxuriantes, ainsi que la dotation unique en glace et en neige. “Sur la voie de la civilisation écologique de la Chine, les eaux limpides et les montagnes luxuriantes ne sont pas seulement des atouts naturels et écologiques pour le peuple chinois, mais aussi des atouts sociaux et économiques inestimables.
Une protection éco-environnementale de haut niveau apporte un soutien important à un développement de qualité
Le long de la frontière entre la province centrale du Henan et la province du Hubei s’étend le réservoir de Danjiangkou, le plus grand lac d’eau douce artificiel d’Asie, qui constitue également une source vitale pour le projet de dérivation des eaux du sud vers le nord.
Depuis plus d’une décennie, des mesures strictes de protection écologique ont été mises en œuvre autour du réservoir de Danjiangkou. Les efforts pour réduire les émissions, contrôler la pollution et protéger la qualité de l’eau se sont intensifiés. Les habitants et les bénévoles locaux participent activement aux travaux de protection de l’eau, au nettoyage des déchets et à la sensibilisation à la conservation de l’eau. Grâce à un dévouement continu sur tous les fronts, le réservoir de Danjiangkou a pu conserver une qualité de niveau II, c’est-à-dire une qualité d’eau potable.

Le réservoir de Danjiangkou est le point de départ du projet de dérivation des eaux du sud vers le nord, un mégaprojet d’infrastructure de plusieurs décennies en Chine qui vise à acheminer chaque année 44,8 milliards de mètres cubes d’eau douce du sud de la Chine pour étancher la soif du nord, plus aride et plus industrialisé. Ce système à trois canaux reçoit environ 15 % de la superficie totale du pays, ce qui fait de ce projet de dérivation de l’eau le plus grand projet de ce type au monde.
Décrit comme une “ligne de vie” pour la Chine, le projet de dérivation des eaux a détourné plus de 70 milliards de mètres cubes d’eau douce d’ici mars 2024, au bénéfice de plus de 176 millions de personnes dans sept provinces situées le long de l’itinéraire, ce qui a considérablement stimulé le développement économique et social local. Grâce à l’eau détournée, de nombreux habitants du nord de la Chine bénéficient désormais d’une “eau du sud” claire et douce. Autrefois, un verre d’eau sur trois à Pékin provenait du réservoir de Miyun, dans la banlieue, mais aujourd’hui, plus de 70 % de l’approvisionnement en eau de la ville provient du sud. Dans la ville de Handan, dans la province de Hebei, au nord de la Chine, plus de 4,6 millions d’habitants bénéficient désormais de l’eau du fleuve Yangtze, plus propre et plus douce.
Au cours de la dernière décennie, la Chine a déployé des efforts considérables pour résoudre les problèmes liés à ce mégaprojet, notamment en ce qui concerne la qualité de l’eau, la protection de l’environnement, la sécurité du projet et les moyens de subsistance des personnes qui ont été déplacées de la zone du réservoir. Pour la Chine, une protection de haut niveau constitue un soutien important pour un développement de qualité.
L’harmonie entre l’humanité et la nature est un thème important de la modernisation chinoise, et l’utilisation rationnelle de l’eau n’en est qu’un exemple. Alors que de plus en plus de personnes se joignent aux efforts pour construire une belle Chine, elles accordent une grande importance au concept selon lequel “l’homme doit respecter la nature, suivre ses lois et la protéger, et trouver un moyen de vivre en harmonie avec la nature, tout en équilibrant et en coordonnant le développement économique et la protection écologique”.
Tous les êtres s’épanouissent lorsqu’ils vivent en harmonie et se nourrissent de la nature.
Un jour d’avril 2021, un groupe d’éléphants sauvages a rompu la paix du comté de Yuanjiang, situé au milieu des jungles denses et des montagnes brumeuses de la province du Yunnan, dans le sud-ouest de la Chine. Les dix-sept éléphants d’Asie apparus sur une montagne voisine du comté ont surpris les habitants et ont rapidement fait sensation au niveau national.
Auparavant, ces éléphants avaient quitté leur confortable maison de la réserve naturelle de Xishuangbanna et s’étaient embarqués pour un voyage de plusieurs milliers de kilomètres vers le nord, un aller-retour qui a duré des mois à travers la province du Yunnan.
Pendant que les éléphants faisaient leur tournée, les autorités locales ont mobilisé des ressources pour assurer la sécurité des éléphants et des habitants de la région. Les usines situées le long de leur parcours ont éteint leurs lumières afin de ne pas déranger ces passants inhabituels. Les gens ont discrètement fait place à ces doux géants, en laissant sur le chemin du maïs, des bananes et d’autres aliments pour les guider dans leur périple. En suivant les pas de ces éléphants, une belle image d’harmonie entre l’homme et la nature s’est dessinée.

En octobre de la même année, la conférence des Nations unies sur la biodiversité s’est tenue au Yunnan. La migration des éléphants sauvages a été mentionnée une fois de plus, comme l’un des exemples frappants des efforts et des progrès de la Chine dans la construction d’une civilisation écologique.
L’éléphant d’Asie est une espèce protégée de classe I en Chine. Grâce à des années d’efforts de conservation, la population d’éléphants d’Asie sauvages en Chine a doublé, passant d’environ 150 dans les années 1980 à quelque 300 aujourd’hui.
À la frontière entre la Chine et le Laos, les éléphants sauvages d’Asie craignent de moins en moins les humains, car ils se déplacent librement à travers les postes de contrôle frontaliers, comme s’ils faisaient du “shopping” transfrontalier. Le fait que les éléphants puissent vivre, migrer et prospérer pacifiquement témoigne de l’engagement de la Chine en faveur de la construction écologique et de la conservation de la biodiversité.
Le chemin de fer Chine-Laos, qui a été inauguré en décembre 2021, traverse plusieurs habitats d’éléphants d’Asie. Au cours de la phase de planification du projet, la Chine a mené des recherches approfondies sur la répartition et les voies de migration des éléphants, ainsi que sur leurs habitudes de vie. En conséquence, des tunnels et des ponts ont été utilisés à la place des routes traditionnelles dans la mesure du possible pour permettre le passage des éléphants. Dans les zones où les éléphants apparaissent souvent, des barrières spéciales totalisant des dizaines de kilomètres ont été construites pour leur protection.
La Chine a également collaboré avec le Laos pour établir une zone de protection commune transfrontalière d’une superficie équivalente à celle de la ville côtière de Shenzhen, dans le sud de la Chine. Dans ce corridor écologique vert, des animaux sauvages rares tels que des léopards, des chats civettes et des ours ont été repérés, et les conflits entre les hommes et les éléphants ont diminué d’année en année.

La Chine croit en la vision selon laquelle la construction d’une civilisation écologique est vitale pour le développement durable de la nation chinoise. Qu’il s’agisse de “rivières d’eau propre coulant vers le nord”, d'”eaux limpides et de montagnes luxuriantes” ou d’éléphants se promenant tranquillement dans le Yunnan, la construction d’une belle Chine se poursuivra.
