En raison des compétences croissantes de l’UE, qui passe d’une Union purement économique à une Union politique et qui touche directement un nombre croissant de citoyens européens, le rôle de la communication dans le renforcement du soutien du public au projet européen est devenu beaucoup plus critique. Stavros Papagianneas, un expert en communication expérimenté, a même écrit un livre sur le thème “Rebranding Europe”. EU Reporter lui a posé quelques questions sur le sujet.
Comment et quand êtes-vous arrivé à Bruxelles ?
J’ai quitté Athènes pour Bruxelles il y a environ 40 ans. Je suis venu en tant qu’étudiant et j’ai fini par rester. J’ai étudié la communication et j’ai commencé à travailler ici tout de suite après. Au fil des ans, j’ai travaillé dans le domaine de la communication, je suis devenu diplomate et j’ai également occupé des postes à la Commission européenne. Il y a dix ans, en 2014, j’ai créé ma propre entreprise, STP Communications, qui est située à proximité des bâtiments du Conseil de l’UE et de la Commission européenne. Cela fait donc environ 35 ans que je travaille dans le domaine de la communication à Bruxelles.
Qu’est-ce que la “bulle bruxelloise” et comment l’expliqueriez-vous à quelqu’un qui ne la connaît pas ?
La “bulle de Bruxelles” est le cercle des personnes qui travaillent dans le quartier européen et qui se concentrent sur les questions liées à l’UE. Il s’agit des deux kilomètres carrés autour du rond-point Schuman. Ces personnes viennent de toute l’Europe, mais leur travail consiste à élaborer des politiques pour les citoyens européens. Le problème, c’est que beaucoup de gens en dehors de cette bulle ne savent pas ce qui s’y passe. Ils ont l’impression d’être déconnectés de leur vie quotidienne et ne comprennent donc pas ce que fait l’UE, ni pourquoi elle est importante.
Vous parlez souvent du “déclin de la bulle bruxelloise”. Qu’est-ce que cela signifie ?
Le “déclin” dont je parle fait référence à la façon dont les choses ont changé, en particulier avec les récents défis géopolitiques. L’objectif initial de l’UE après la Seconde Guerre mondiale était d’unir l’Europe et de prévenir les guerres futures tout en promouvant l’égalité et les droits de l’homme. Aujourd’hui, nous sommes confrontés à des menaces extérieures, comme l’invasion de l’Ukraine par la Russie, et à des problèmes intérieurs, comme la montée des partis politiques extrémistes. Les gens se sentent désillusionnés parce que la vie devient plus compliquée. Lorsque l’UE a été lancée il y a près de 70 ans, l’idée était d’unir un continent d’environ 500 millions d’habitants. Pour qu’il n’y ait plus de guerres à l’avenir, que les droits de l’homme soient respectés, que l’égalité entre les hommes et les femmes soit respectée et que chacun ait du travail et des droits égaux. Au bout de ce chemin se trouvaient, comme le pensaient à l’époque les pères fondateurs de l’UE, les États-Unis d’Europe, la Fédération européenne.
L’objectif de l’UE doit-il être une fédération européenne ?
Oui, il est essentiel de renforcer l’unité de l’UE. Certains mouvements prônent une moindre implication de l’UE, mais je pense que les valeurs de l’UE sont attaquées de l’intérieur comme de l’extérieur, et que nous avons besoin de plus d’intégration, pas de moins. Par exemple, alors que des dirigeants comme Viktor Orbán critiquent l’UE, la Hongrie bénéficie toujours de milliards de dollars de financement européen. L’UE fait beaucoup pour ses citoyens : elle construit des hôpitaux et des ponts, contribue au développement régional et finance des projets de premier plan dans le domaine de la recherche et de l’innovation. Le problème, c’est que les gens ne voient pas ou ne comprennent pas toujours ces avantages. Nous assistons à une montée des forces nationalistes et sécessionnistes au sein du Parlement européen, qui affirment que nous avons besoin de moins d’UE. Les valeurs communautaires sont également remises en cause de l’intérieur, notamment par des pays comme la Hongrie et d’autres. Je pense donc que depuis 1945, l’idée paneuropéenne a changé et n’est plus ce qu’elle était après la Seconde Guerre mondiale. Apparemment, en France et ailleurs, les gens ont la mémoire courte. Ils ont oublié ce qui s’est passé pendant la Seconde Guerre mondiale, et avant la Seconde Guerre mondiale, il y a eu la Première Guerre mondiale. Il n’y a pas d’alternative dans l’UE. Nous avons vu que nous pouvions faire beaucoup de choses ensemble. Nous n’avons pas besoin de moins d’UE. Nous avons besoin de plus d’UE en tant que valeur ajoutée pour les citoyens, et nous devons expliquer ce que l’UE fait pour eux.
Depuis la publication du livre Rebranding Europe, avez-vous constaté des changements dans la manière dont l’UE communique ?
Malheureusement, non. Dans ce livre, nous donnons des conseils pour améliorer la communication avec les citoyens européens. Lorsque j’ai écrit Rebranding Europe il y a six ans – et je venais juste de finaliser la deuxième édition – nous avons mené une enquête auprès des correspondants à Bruxelles. Nous avons répété la même enquête en 2023 et 2024. Nous avons été surpris de constater que les journalistes étaient toujours confrontés aux mêmes problèmes qu’en 2017 : trop de bureaucratie, un manque de transparence et une tendance à trop compliquer les choses. La communication de l’UE n’a pas beaucoup évolué ces dernières années.
Pouvez-vous préciser les principaux défis auxquels les journalistes sont confrontés lorsqu’ils couvrent les affaires européennes ?
Les principaux problèmes auxquels les journalistes sont confrontés sont la surcharge d’informations, le manque de temps et les problèmes de transparence au sein des institutions européennes. Il existe également une forte concurrence entre les différentes institutions, ce qui ajoute un niveau de complexité supplémentaire. La plus grande frustration est de constater à quel point tout est technique. La communication de l’UE est pleine de jargon, ce qui fait qu’il est très difficile pour les journalistes d’expliquer ces sujets au public d’une manière qui soit facile à comprendre.
Vous dirigez aujourd’hui votre propre société de communication. Que signifie travailler dans ce secteur à Bruxelles ?
Nous nous concentrons sur trois domaines : la communication de crise, la communication scientifique et la communication liée à l’UE, en particulier sur la législation. Nous sommes des conteurs.
